Chest circumference is the measurement that matters. Take it around the widest part of the ribcage, just behind the front legs. Weight is a cross-check, not the deciding number.

Use it before the fear, not during

Put it on twenty to thirty minutes before the fireworks start, not once he's already panicking — a frightened dog associates whatever happens next with the fear itself. Let him wear it around the house a few times first, with treats, so it's just a familiar jumper by the time he needs it.
